It sounds to me as if the company you work for would really like to
have you continue doing web work for them, but feels they don't
have enough of that sort of work to justify employing you full-time at
that position. Although it is very generous of them to help set you
up and good to know you'll have work right away, keep in mind that
you will probably have to get additional customers.

If you have always wanted to do contract work, but have been
nervous to take the plunge, this sounds like a great opportunity.
Before you commit, make sure they will be offering you enough
work (immediate quantity and long enough duration) and money to
keep you happy (not just salary, but also enough to cover benefits,
time not working,etc.).

If you would rather not contract at all, thank them and ask if they
would consider creating a position to do this work within the
company. If you are interested in doing contract work, but would
like the security of always doing some work for this company, you
could suggest that instead of setting you up as a company, that
they hire you for a part-time "permanent" position (x days per week
or x hours per week). If you follow this route, be careful that they
don't try to stick you with more work than can be accomplished in
that time.
