It depends on who you work with. European localization companies will be up
on the latest releases of all major and many specialized applications (this
is true for English releases and localized versions, once released).

Freelance translators may be lagging behind a bit. Their software
investments are very much demand-driven. In other words, once clients start
requesting it (i.e., there is money to be earned), they will invest the
money and time necessary.

Lastly, it also depends on the kind of relationship you are looking to
build. Every translator or translation company will make the necessary
investments in time and money if the clients relationship/contract warrants
it.
