I think the telephone companies would probably monitor which phone lines make
phone
calls to certain numbers. Each ISP modem dialup center has its own unique phone
number and
these can be monitored. You call that number, you get charged extra.

Those modem dialup numbers are usually -- in fact, 99.9% of the time --
different
from the number you would use to call up the ISP office with a tech support or
billing question.
