I think you can safely assume that the lowest resolution used will be
640x480, since that's standard VGA. It would probaby be prudent to limit
color depth to 16 (also VGA spec), or at very most 256.
Designing pages larger than about 630 pixels wide will lead to the need
for horizontal scrolling at 640x480, something that's particularly
tedious. Vertical scrolling isn't as bad.
