I address it the following.

I get contacted by an agency. They tell me they have a position ideally
suited for the situation (aren't they all).

I tell the agency that I want to make sure than I'm not submitted by
more than one agency for the same position. Therefore, if they tell me
only the company name..say AT&T, I'll let them klnow if I've been
submitted.

If I say nothing has happend at AT&T, then we discuss the details from
there since I deal with positions as first come first served and they
are protected.

However, knowing that an AT&T can have hundreds of reqs out, if I say I
have been submitted to the company, I'll then tell them where
geographically. If I say Princeton and they say it's not, then we keep
talking. If they say it is Princeton, then I give them some key
functions. "Is it doing proposals?".

etc.

This way, even the most paranoid agency will be comfortable.

On the other hand, I know a numbere of agencies quite well and we trust
each other to deal fairly with each other.
