According to "The Developer's Guide to WINHELP.EXE" by Jim Mischel, it's:

If you're doing WinHelp 3.1 development (with WebWorks, as you are Linda),
don't walk but run to your bookstore and get this book! (assuming it's still
in print). It's a lifesaver.
