Aggressively seeks new projects for me. Gives me the option to renew a
contract or move to a different one. Provides benefits if I MUST be a W2
employee. Regards me as a partner rather than a product.

Active or hands-off?
Active to the extent that they are "on my side" if there are
misunderstandings with the client. Hands-off in relation to micro-management
and oversight.

Tech communication specialists or generalists?
I am a generalist that can write well about things other than computers and
electronics, but as for the agency, it makes no difference to me.

Anyone who places you quickly?
Exactly. Especially if they have your next project ready when the current
one expires. I'm not a fan of "unplanned" vacations.

Do you care if you're an agency employee or a contractor to the agency?
I prefer to be a 1099 contractor with a air amount of autonomy. However, . .
