Chinese Language and Windows Software

I'd be interested in hearing from ANYONE with experience using
Windows-based software (especially FrameMaker) to develop any kind of
documentation in Chinese. I'd like to know more about how it works (my
degree was in East Asian Languages) and hear about YOUR experience(s).

A number of programs indicate that they can handle Chinese, provided you
already have "BIG5" or one of several other operating systems or
programs installed, but nowhere can I find a description of what these
"things" are or where I can get them.

Am not interested in Japanese or other languages -- these do not present
the same problems as Chinese.
