Lenore,

it depends a lot on what your graphics represent.

In any case, you would need a vector drawing tool, such as Adobe
Illustrator or Macromedia Freehand. They do already have an autotrace tool,
which allow you to convert blobs of pixels into vector paths.

If you need more control and more power, you could for example look at
Adobe Streamline.

However, in any case, you must be aware of the possibilities and
limitations of the whole process.
