Why not use the old-fashioned <body> tag to set the background color?

<BODY BGCOLOR=#000000>

When using stylesheets, I think it's a good idea to test the results in all
browsers, since the two major browsers don't agree on stylesheet standards
and older browsers don't recognize them at all.
