If my memory serves me right, there is no IE 3.1. The highest version of
MSIE (before 4.0) was 3.02.
Frames are difficult to maintain, difficult to use with dynamic content, and
if not coded properly, can leave the user with unwanted "leftover" behavior
when they leave your site. You can do everything you need with tables. Good
