The TechWhirl Archives and magazine, created for, by and about technical writers, offer a wealth of knowledge to everyone with an interest in any aspect of technical communications.
I've been using Macromedia's Dreamweaver for a while now with very good
results. It uses standard HTML and does not insert proprietary tags either.
Almost everything it generates works without change in all of the major
browsers.
