Delivering PDF - page sizes

We have successfully transitioned to delivering PDF and WinHelp
documentation (no longer delivering hard-copy) for most of our
documentation.

We are using 7x9 templates (Interleaf and Word), and are getting the
feedback that there is too much white space in the PDF files. (The
advantage of 7x9 is that it fits on both 8 1/2 x 11 and A4 paper.)

For those of you who deliver PDF files - do you deliver two versions - one
for 8 1/2 x 11 and one for A4, or have you developed a "hybrid" style that
works for both?
