Writing Online Help

We have an application that uses Netscape as it's GUI. We now want to start
putting in some online help. An initial suggestion has been to use tool
tips to show where help is available and write the help in HTML, which
would appear in a JavaScript remote window.

I have not written online help for a long time and that was OS/2 IPF. So I
would be interested in comments/ideas/suggestions as to the best way to
approach this.
