Before becoming a TW, I was lead in an operations area. Analysts had to
be certified before being able to work in the area during critical
tests. We
developed a certification checklist. The checklist didn't contain how-to
sections. It listed skills the analyst needed to master. Each skill was
listed on a separate line with a block for the lead and analyst to
initial.
After all skills were checked off, we certified the analyst. This is a
little
different than what you described, but I hope it helps.
