Sometimes yes, sometimes no.

1. The client company can't afford to spend that much on legal. It
consults laywers when there is trouble, not before.

2. The client group has already gotten guidelines and what it feels is
the necessary legal language from the lawyers, lives within those
guidelines and reprints the boilerplate verbatim.

3. "We don't have time to consult legal - this is due out in [...]."

4. A client company's management attitude that the legal dept. is
looking for makework.
