Sometimes, sometimes not. It depends upon THE PERSON. Personally, I
learned how to write in college yet had an easy time learning the
technical on the job. I have known writers who would do better outside
technical writing; I have known engineers that cannot communicate
worth a darn and will never be able to communicate no matter what
you teach them.

I have also known writers who quickly and easily pick up technical
points and I have known engineers who write better than I do.

Once more, proof that generalizations usually get us in trouble.
