I took a class on Instructional Design, and the choice isn't usually
as easy as just choosing to replace the trainers. Although if that's
your only choice, it's the one to go for.
What it recommended that you do is evaluate every educational
opportunity based on the following criteria:
1) Methods/strategies: can the delivery system easily deliver the
information at the required levels?
2) Is it the most cost-effective and cost efficient? (effective =
delivers the information at the right level for the least cost, and
efficient = delivers it in the acceptable time frame at least cost)
3) Feasibility: can the team design and deliver it, given resource
constraints?
4) Acceptability: will the learners and their organization accept this
as a viable and good method of learning?
Use these criteria to compare your different options.

The class is called Engineering Effective Instruction, from Harold B.
