There are a number of white papers available on Internet Commerce
dealing with the issues on the W3C site. (http://www.w3c.com/). This
is still a growing field. The bottom line is that credit card
functionality is as safe on the Internet as it is anywhere else. That
is, not very. Every time you use a credit card, whether on the phone,
in a store, or on the Internet you are taking the same risks. There
is always a chance that someone will take the information and use it
to run up bills.

As far as precautions, credit cards are probably the safest purchase
method for anything being delivered after payment. You can work with
your credit card company to deal with fraud.
