Like Chuck Martin, I looked up what my handbooks said. Of the 3 (three) I
had here, only 1 (one) listed any sort of a rule:
The Borzoi Handbook for Writers - "...in scientific and technical writing,
figures (67) are preferred to written-out numbers (sixty-seven), though
very large multiples, such as million, are written out."
