It's not only what the users want; it's also what the technical writer can
reasonably provide. I once wrote a user guide w/ a tutorial on a proprietary
reservoir engineering simulation software for a large oil company. Any attempts
by me to present the "why" would have been inappropriate. The software was so
sophisticated theoretically that only experienced reservoir engineers could use
it. Including my "why" in that manual would have probably only annoyed the user
and lessened my credibility.
