Hilary,
there is absolutely no rule of thumb of a connection between the size of
the PS and the size of the PDF file. A lot depends on the kind of document
(amount of graphics, fields, etc.). I once had a 200 MB PS file, 600 pages,
which distilled into a 6 MB PDF (or so); optimized..On the other hand, I am
right now handling hundreds of 3 page PDFs with 80 kB each.
There are several parameters in Distiller which have a big effect on the
resulting file size. There is a difference whether you optimize the file,
whether and how you compress graphics and text, etc.
Properly created PDFs do not take a long time to load; no matter how big
they are. The loading time depends more on how complex your document is.
