The current issue of Web Techniques magazine has a column that claims the
current version of Photoshop 4 doesn't create PNG graphics completely
according to the PNG specification.

The limitation aside, Photoshop is considered my many to be a top-notch
graphics package. However, you need a reasonably powerful system to use it.
An alternative, which many web designers have turned to, is Paint Shop Pro.
Both of these have web-safe palettes freely available.
