as always it depends :-)

Up to this day I do most of my writing with Word for DOS. I even do this if I
am to do DTP work afterwards. This is no performance issue as my Pagemaker 4.0
runs quite smoothly on a Pentium. But it is a question of work methods: I
prefer to do contents and form on separate passes.

Quite often I not even do the layout work, e.g., at my articles for magazines.

For a service provider the problem might not be a problem in your sense: If
your customer expects Framemaker files you will use Framemaker or you will not
work for that customer.

Definitely. If you are to write a 4-page flyer Pagemaker could be the right
tool. But a 500-page technical manual with Pagemaker would be a nightmare.
