Hand coding.
I use Bill's word processor and a potfull of macros for the
"basic stuff" then ''tweak'' by hand. Faster, cleaner, and
more versatile than any Web tool I've used (HoTMetaL,
Navigator GOLD, IA -- although when lazy, I use the Excel
IA, then massage to make it look as I wish/need.
