Neither, if you are describing a drop-down menu in a Windows product. I
would write:

Go to the Create menu, and then click Message.

I like to use as many active verbs in my procedures as possible, and I
use the Microsoft Manual of Style for the terminology (using "click"
instead of "select").

Egads, I never click anything. I either use the keyboard or my microphone.
