It's no joke. All government phones have to have a bomb threat checklist
nearby. The goal is to find out as much info as possible if you should
receive a bomb threat. The checklist reminds you of the things you
should ask or listen for. Background noises can help determine where a
call is being placed from. There are too many factors for anyone to
remember off the top of their head, especially in an unusual situation.
