1. A single-step procedure is just as wrong as a single subordinate heading
and for the same reason. Either come up with a second step or incorporate
the step into the regular text. It's also a little hard to think of a
process that needs a procedure that can be only a single step.
2. The worst thing that ever happened to the English language was the
Battle of Hastings in 1066 when the French (nee Latin) William the
Conqueror beat Harald the Sax (nee German). The long Latinate words then
became the language of nobility and "good" writing. The short Anglo-Saxon
words were for the peasantry. As technical writers, we need to be good
Anglo-Saxons.
