I don't like the look of either -- a single numbered step or a single
bullet item. Of the two, I do think numbering is more practical.
I've learned from this list that when people search for a procedure
they skim through the manual looking for numbered steps or perhaps
likely-looking subheadings. If this is so then a single bulleted item,
with or without a heading, may be missed.
For the same reason I'm gradually letting go of my lovely, lengthy
lead-ins. Once they find that step 1, they might be tempted to go
back and read one or two very short explanatory paragraphs, but it's
most unlikely that they'll wade through two-thirds of page, no matter
how clear, useful and well-written it is.
