The Systematic Buzz Phrase Projector sounds like just what you're after.
Developed by Phillip Broughton and appearing first in the May 6, 1968 issue
of Newsweek, the SBPP is a handy way to make up powerful puffs of fluff for
inclusion in "Official style" documents.

It consists of 3 numbered colums of words. Each word in each column has a
number, a 1, 2, or 3. Users of the SBPP simply think of a three digit
number, (like 2-4-6) and locate the appropriate words in the columns to
form the buzz phrase.

2-4-6 yields "systematized digital time-phase"

1-3-9 yields "total reciprocal contingency"

I first read of the SBPP in Richard Lanham's book - Revising Prose - a real
gem. I highly recommend it.
