During a discussion of this same topic on this same list a couple of
years ago, someone mentioned this same thing. It was a government
requirement for classified documents, which naturally filtered out into
the contractor world, and eventually filtered into unclassified
documents. It's a yucky thing.

Why have blank pages at all? Why must a chapter begin on the right?
