Like so many generalizations, the list Joanne Greene provides suffers
from a lack of context. If readers are highly motivated to use the
document, then the list might work well enough for priorities.
However, if the users are highly unmotivated (even antagonistic),
then other things might come first. For example, being "visually
pleasant" might be the first priority (to get attention and attract
readers), even above the "technically accurate" that Tracy Boyington
added--an unread but accurate manual is no better than an inaccurate
manual as far as accomplishing effective performance is concerned.
