You're probably right in many cases, but:

My brother worked for a while as a full-time recruiter and interviewer
for a government department. He said that, when he was interviewing
people for days on end, a photo attached to a resume was very useful
for putting a face to a couple of pages of scribbled notes.

The worst times were when they had to staff a new office or branch. They
might have to interview dozens of people for several positions, and
they'd have to have an order of merit in case of appeals, people taking
other jobs, etc.

Rating someone as suitable or unsuitable could be done right after the
interview, but ranking the suitable candidates could only be done at the
end, perhaps several days after the first interviews.  The photos helped.

So, if I knew there were many other applicants, I'd consider attaching
a photo. And hey, I'm no Errol Flynn.
