Does anyone know if APA or Chicago have established online citation
conventions?

In response to Steve's question, neither the 14th ed of Chicago nor the 4th ed
of APA address web sites. APA has a better understanding of citing digital
media, but neither do it well. The obvious problem with siting web cites ;)
is their transitive natures. Given normal publication cycles, by the time a
work is published, the cited site is changed.
