Go into Win95-START-SETTINGS-CONTROL PANEL-KEYBOARD and select United
States International.

Most mail systems won't show the proper character and yours may be among
these so you won't see them on this post, but after making the above
settings your keyboard (in Word Process and DTP software) will be
capable of all European ümlaut, spanish ñ,á é , etc.  Just press the
tilde followed by the n.  Press the apostrophe followed by the a or e,
press the double quote, followed by the o or u for umlaut, etc. The ^
and some others also work this way.

If you want to type a double quote or an apostrophe, you press the
appropriate key followed by a space.

Easy to change keyboards back when you're not using these characters.
