Inch vs. right quote

Is there a typographic difference between the inch symbol and the
typographic right quote? In The Chicago Manual of Style, they
appear to use an italicized right quote, but I couldn't find any
references to usage. Looking Good in Print uses "in.", so avoided
the issue.
