This kind of sexist thinking was (is?) the rationale behind paying women
less than men for the very same job and it's a behavior we cannot
allow--ever. Whenever you see this kind of ridiculous needs-based thinking
going on you need to speak up, because it will not go away and it will only
continue to have wider application.
