If it's Help for Windows 95, build each HLP file separately and then for
each package create a separate CNT, using Include statements to add in just
the HLPs you want for that batch. How you do this depends on the tool
you're using - I use RoboHELP so can't tell you specifics for ForeHelp or
Doc-to-Help.
