To second your comments: typographers don't just prefer the format you
suggest; many go ballastic at the thought of leader dots.
The trouble is, so many people are used to leader dots in a ToC that
they miss them when they're not there. I just finished a small manual in
which I tried to leave them out, but the client insisted on having them.
