The company I work for does much the same thing (we print for both US
and European customers). We create the documents in Frame then print postscript
copies to be sent to a printer. We maintain only a single source document,
then use the print options to resize the paper as required. I am pretty sure
Word provides the same capability for resizing paper during print.

European A4 size paper is just sligthly different from US: 8.26 X 11.69 as
opposed to 8.5 X 11.00. If you maintain fairly standard margin settings (1 to
1.5" all around) then there is no reason to keep 2 sets of docs since the
resizing should not affect you formatting.
