I recently upgraded to the 32-bit capable RoboHelp 4.0 and found it
most capable for my needs. Although the app I helpified was a full
32-bit Win95/NT app, I could have also created 16-bit help. The
documentation says you can use the same source files and even
implement Win95-like help features in Win3.1.
Now I had to reach real deep into a personal pocket to get the funds
to buy RH, and I can tell you that it more than made up for the price
through productivity gains on one project.
