On the one hand, each step in a procedure should be a single
user action.

On the other hand, virtually anything can be phrased as a user
action, even if it has to be "Notice that..." or "Wait while..."
And occasionally (if rarely) such factitious steps can help the
reader by pulling something that needs to be noticed out of the
often-ignored sentences describing the system's responses to
user actions.
