The correct choice is:
"...more may be required if a high number of records *is* retrieved"
The subject in this clause is "number," which of course, is singular. A
complete sentence could be formed by saying, "Number is retrieved" --
where "number" is the subject and "is retrieved" is the predicate or
verb.
