I'm not aware of a standard (which doesn't mean that there isn't a
standard). In technical documentation, I use the serial comma to reduce
ambiguity. In marketing communication, I don't use it because I think that's
the trend.

Historically, two spaces was used on monospace devices to emphasize the end
of a sentence. (White space is an amazing thing.) But today we use
proportionally spaced fonts. I don't use two spaces because I think the
white space is clumped differently.
