Searchable HTML documents?

Greetings:

I need to convert a 350 page print document to a searchable HTML
document. What is the best way to make this type of document searchable?

The document will be either several separate HTML files to facilitate
section/chapter printing by users, or a PDF document. The client is
still deciding.

All clues appreciated!
