I've rarely run into a commercial white paper. Most white papers are
government creations, because they are by definition, as the Dictionary of
Military Science says, "Any formal statement of an official government
policy with its associated background documentation." This is hardly the
stuff of commerce. It's a form of position paper. It's a territorial
declaration, not a persuasive piece.

The "white papers" that have been discussed here sound more like short
proposals or marketing pieces, or perhaps even specifications.
