I use HiJaak Pro Graphics Suite. It does everything I need to
manipulate screen captures--cropping, resizing, changing
colors, etc.--and it can save files in most of the formats you
would need.

It comes with a bunch of add-ons, so you can paint, draw,
convert, trace, and browse your graphics files.
