Headhunters?

Are we confusing two types of agencies--or is it just me that's
confused?  This is my perception.

Headhunters, traditionally, have been employment agencies who search
for personnel to fill full-time positions listed with them by
employers.  Individuals usually send them resumes and the headhunter
earns a one-time fee for the placement when the candidate is hired by
the employing client.  Hired employees are W-2 employees of the client
company.

Contract agencies, on the other hand, (sometimes in the past also
called job shops) place personnel in temporary positions lasting
anywhere from a few days to several years and earn fees on every hour
each contract employee works.  Employees are either W-2 or 1099
employees of the agency, not the client company.

Perhaps I am picking nits, choking on gnats, or whatever, but I think
this blurring of differentiation can lead to confusion.

For example, at the STC Annual Conference, you may find contract
agencies and private employers seeking qualified candidates, but I
doubt you would find a headhunter of the definition above.
