Tracy -

I ain't coming near standing behind this, but the last company I worked at
had a standard policy that a medium-level writer should be able to produce
an average of one page per day over the life of a project. I think this is
really conservative and naive, but it's a starting point. Of course, it
depends heavily on the document and amount of research involved, but since
you're not specifying, that's it.
