I agree with Tracy's and Mercedes Abels' assessments. Since I need to
write a policy/procedure statement for reference by our engineers and tech
writing contractors (lawyers, too), I must anchor the
'caution/warning/danger' progression to specific published standards.

Is this from ANSI standard? If so, which one(s) address declaring safety
issues in product manuals?

(ISO 3864 and EN 61010 appear to cover the international symbols.)
